EBMUD Hiring Process

Most positions follow a multi-step selection process that can take several months.

Step 1. Minimum Qualifications - We review your application to ensure you meet the minimum required education and experience. If you meet the qualifications, you continue in the selection process.

Step 2. Evaluation - For many positions, a panel evaluates your application and supplemental responses against other applications to determine the most qualified candidates.

Step 3. Testing - Depending on the job, qualified applicants may need to pass one or more tests such as typing, writing, or skills assessments.

Step 4. Panel Interview - Top candidates are interviewed by a panel, who will rank candidates by test and interview scores to create an eligibility list.

Step 5. Hiring Interview - The highest scoring candidates from the eligibility list are invited to a separate hiring interview and a selection is then made for employment.

As a federal contractor, EBMUD develops an annual Equal Employment Opportunity Program (EEOP) report that identifies actions planned to remedy workforce underutilization and to uphold EEO in the workplace. EBMUD's EEOP report is prepared in accordance with state and federal law and Office of Federal Contract Compliance Programs regulations.1

The EEOP report reaffirms EBMUD's commitment to EEO, defines our mission and legal authority, and clarifies the roles and responsibilities of each employee in supporting these policies.

EBMUD is proud to continue its commitment to equal employment opportunity and a workplace where diversity is valued and respected.

To request copies of the current EBMUD EEOP Report, email dioffice@ebmud.com or call 510-287-0710.

1Executive Order 11246, which required federal contractors to prepare and submit annual Affirmative Action plans, was repealed in 2025 by Executive Order 14173.
